This is a "I.C. Lightan," from the Japanese anime series Ogon Senshi Gorudo Raitan (Golden Warrior Gold Lightan). There is a place to put a battery in the bottom, The eyes will light up. When not transformed into a robot he measures approx. 75 mm x 45 mm x 28 mm in diameter. He gets much bigger when transformed. He's heavy too, 165 grams. There's a lot of metal, not just plastic.
